I say it's a bug because as far as I'm concerned no other resistances in the game is calculated this way (they're all additive), including all other range resistances such as those from armor or Mastery levels. We need three 30% engravings for melee, three 30% engravings for ranged. 'All res' is basically armor for everything, including fire and poison. Mastery levels could help with that by doing the Xp crouch glitch. My math is below, but unless there is a way to increase elemental resistance outside of mastery and gear, I think I'm at a dead end. For some reason I have 23.5% resistance to ranged when wearing no armor, not sure what that is about, but it doesnt really matter for this: We can dedicate 10 engraving slots to resistance, one native per armor piece and one added engraving. I put a lot of points into %chance of applying 25% assassin damage and it's enough to deal enough damage. However that 10% ranged resistance seems to be bugged and uses multiplicative calculation rather than additive calculation. Why would I ever want this engraving? That leaves four possible engravings for elemental, but the elemental engravings are 20%, so that leaves us at 95% elemental. I wasn’t aware of that engraving but I was under the impression that 100% resistance meant 100% resistance. I'm a level 59 and get two-whacked by a level 52 Spartan Commander. Armor and health are nearly useless, if you have 70-90 resist you will be nearly invincible.
